Can I find out info on a Hotmail email address by using the users name?

I am looking for info. on an email from a suspected thief, if anyone has any knowledge of how to take a hotmail id and look at personal info such as a name, etc. that would lead to identifying someone that would be great (SOCIAL JUSTICE)
