Outlook Express uses ONLY the Windows Address Book. OE does NOT have it's own separate address book. And, Hotmail "Syncs" to the Windows Address Book, too.

TIP: You can easily make a BackUp of the Windows Address Book for other purposes. OPEN WAB and click on the Help Tab and read all about "Export".
